Hij heeft nog gedurende zijn gehele regering met Nebukadnezar te maken. De Nieuw‑Babyloniërs maken zich verder druk om Moab, CoeleSyrië, Ammon of Egypte. Er worden nog meer Joden weggevoerd uit Juda. De bouw van het paleis gaat gestadig voort. Omstreeks deze tijd is Carthago in het verre westen zodanig ontwikkeld, dat het een zelfstandige rol gaat spelen. De Griekse opmars wordt op alle stranden zoveel mogelijk ingedamd. Van de daden van Baäl II weten we zo goed als niets. Uit een lijst (ca.570 v.C) van ambtenaren van Nebukadnezar blijkt, dat tot de onderworpen gebieden ook de steden van de koningen van Tyrus, Sidon, Arvad, Gaza en Asdod behoren. In 569 v.C vindt er in Egypte een burgeroorlog plaats, waarna daar Amasis aan de macht komt. De Babyloniërs melden, dat op 14 juli 568 v.C er een zonsverduistering plaats vond. Een Nieuw‑Babylonische aanval in dat jaar op Egypte wordt afgelast. In 564 v.C sterft Baäl II en de monarchie wordt voorlopig vervangen door een regering via suffeten. De koninklijke familie wordt in Babylon ondergebracht. De reden van deze ingrijpende verandering is ons niet bekend, maar wellicht heeft de installatie van een hoge Nieuw‑Babylonische ambtenaar in Tyrus daar iets mee van doen.
