"In mijn 3e veldtocht trok ik naar het Hethietenland. Luli. de koning van Sidon, werd bevangen van angst voor de schittering van mijn heerschappij, hij vluchtte ver weg naar het midden van de zee en verdween voor altijd (ARA p.119:Hij stierf). Groot‑Sidon, klein‑Sidon, Bit‑Zitti, Zarpath (Zaribtu), Machalliba, Uschu, Achsib (Akzib) en Akko (Akka), zijn sterke ommuurde steden, proviandsteden, zijn steunpunten, werden door de werking van het wapen van Assur, mijn heer, bedwongen en zij wierpen zich als overwonnen aan mijn voeten. Ik plaatste Tuba'lu als heerser over hen op de koningstroon en ik legde hem ieder jaar zonder onderbreking een tribuut en bijdragen op voor mijn heerschappij."   Met Tuba'lu wordt Ethbaäl of Ittobaäl bedoeld. Het is opmerkelijk, dat niet gerept wordt over Tyrus zelf. Duidelijk is wel, dat Luli hiervoor regeerde over een tamelijk groot gebied met veel sterke steden en steunpunten op het vasteland. Met klein‑Sidon wordt wellicht de burcht en de haven bedoeld en groot‑Sidon moet dan de eigenlijke stad geweest zijn. Er wordt expliciet gesteld, dat Luli naar een oord midden in de zee vluchtte. In een samenvatting van de gebeurtenissen (ARA p.142) wordt gezegd, dat Luli naar Iadnana vluchtte en daar stierf. Hier moet Cyprus mee bedoeld zijn. Toch is het zeer wel mogelijk, dat hij eerst nog naar Tyrus zelf ontkwam, ofwel daar gewoon zijn residentie had en dan vanuit Tyrus zijn verblijfplaats naar waarschijnlijk Kition verlegde. In ieder geval behoort Luli niet meer tot de tribuut‑betalers, die Sanherib opsomt:

“In my 3rd campaign Hittite-land. Luli I, the king of Sidon, was overcome with fear for the brilliance of my reign, he fled away to the middle of the sea and disappeared forever ( ARA p.119 : . . He died ) . Great Sidon, small Sidon, Bit Zitti, Zarpath ( Zaribtu ), Machalliba, Uschu, Achzib ( Achzib ) and Acre ( Akka ), his strong walled cities, provisions cities, supports, were by the action of the weapon of Assur, my lord, subdued and overcome and they fell at my feet . Tuba'lu I placed as ruler over them on the royal throne and I imposed to him every year without interruption a  contribute to a tribute to my rule . " With Tuba'lu is intended Ethbaal or Ittobaäl. It is noteworthy that one considers not Tyre itself. What is clear is that this Luli ruled over a fairly large area with many strong cities and bases on the mainland. With small Sidon is perhaps meant the castle and the harbor and great Sidon must have been the actual city . It is explicitly stated that Luli fled to a place in the middle of the sea . In a summary of the events ( ARA p.142 ) is said to Luli fled to Iadnana and died there . Here must be intended Cyprus. Yet it is quite possible that he first have escaped to Tyre itself, or there just had his residence and then he shifted his residence to Kition probably from Tyre. In any case, Luli is not in the tribute payers, that Sennacherib lists :
